Lower Yolo Bypass Planning Forum
The Yolo Basin Foundation initiated the Yolo Bypass Working Group in 1998 under a CALFED Ecosystem Restoration Grant. This ad hoc stakeholder group has been very successful and continues to meet approximately every two months. Over 30 people representing a wide range of stakeholders with an interest in the Yolo Bypass regularly attend these meetings. Participants include landowners (farmers, ranchers, duck hunters), Department of Water Resources, State Reclamation Board, State Department of Fish and Game, US Fish and Wildlife Service, State Department of Food and Agriculture, Natural Resources Conservation Service, Dixon and Yolo Resource Conservation Districts, Sacramento Area Flood Control Agency, Yolo County, City of West Sacramento, California Waterfowl Association, Ducks Unlimited, National Oceanic and Atmospheric Administration, National Weather Service, Sacramento Yolo Mosquito Vector Control District, Port of Sacramento, and others.
Every working group agenda is very full with issues we are tracking as well as new issues as they develop. Current issues that will continue to be topics for the Working Group include improvements to the Sacramento River Flood Control project that include significant proposed changes to the Yolo Bypass, mosquito control including West Nile Virus, the Yolo Wildlife Area Management Plan, anadromous fish issues, water quality, changes in land ownership and land use and habitat restoration activities and opportunities.
The 2000 Governor’s Environmental and Economic Leadership Award was presented to the Yolo Basin Foundation in recognition of the Yolo Bypass Working Group for outstanding contributions in the area of environmental restoration and rehabilitation.

Preliminary Description of a Westside Yolo Bypass Management Option for Rearing Juvenile Salmon
The purpose of this paper is to present an approach for providing floodplain habitat in the Yolo Bypass to benefit juvenile salmon. This is an alternative to the proposed modification of the Fremont Weir to increase the frequency and duration of eastside flooding that has been described by the Bay Delta Conservation Plan (BDCP) and other documents. This “Westside Option” will bring juvenile salmon onto the floodplain in a managed way using existing infrastructure, while preserving the flood control function, agricultural productivity, and wetland habitat values of the Yolo Bypass.
The Westside Option is proposed by the Yolo Basin Foundation. The content was generated during a series of meetings sponsored by Yolo Basin Foundation and facilitated by Executive Director, Robin Kulakow, beginning April 15, 2010. Meetings were attended by representatives from the California Department of Fish and Game, Conaway Ranch, Knaggs Ranch, Dixon Resource Conservation District, Yolo County Flood Control and Water Conservation District, Metropolitan Water District, Wetlands and Water Resources, cbec eco engineering, MBK Engineering, Reclamation Districts 108, 2035 and 206, Glen Colusa Irrigation District and Yolo County.
Yolo Basin Foundation strives to make a pro-active contribution to issues facing the Delta as they specifically relate to the Yolo Bypass. We have twenty years experience working with Yolo Bypass stakeholders and understand the many issues involved in improving fish habitat to meet the goals of the Bay Delta Conservation Plan and the Salmon Biological Opinion. The Foundation Board encourages the Delta Stewardship Council to include Westside Option pilot projects described in the attached paper as potential early actions as the Delta Plan is developed.

Yolo Basin Foundation is the designated project leader for the Yolo Bypass Integrated Project of the Yolo County IRWMP (Integrated Regional Water Management Plan).
